Put water into pressure cooker. Let boil.
Add onions, black pepper and salt.
Add beef shank. Cover and pressure cook for 30 minutes.
In a clean big post, heat oil.
Saute garlic, onions and ginger.
Add the boiled beef shank. Cook for 2 minutes.
Add soy sauce and 1 3/4 cups of beef stock (from the boiled beef) into the pot. Let boil.
Cover and cook for 8 minutes.
Add star anise. Cook for another 12 minutes then remove star anise from pot.
Add brown sugar and stir. Cook for another 5 minutes.
Add salt & pepper to taste.
Transfer to a serving bowl.
Serve with garlic fried rice & soup (from the boiled beef).
